These methods have to exclude progressive territories, populations, countries or regions all possibilities of access to fair benefits in quality. In total, the information revolution that is taking shape and could liberate men is totally confiscated by the "majors" that act as a monopoly. There is an urgent need to end this liberal conception and dogma of the financial business. - separate the political choices of their implementation,
- burst centralization.

The actual appropriation by the citizens of the Public Service includes fighting all at once the defects of state control and privatization of deadlocks. Users with their elected representatives and their associations, workers and their unions must have effective powers at all levels: local, national, national and European level. It should identify places where are discussed, defined and controlled missions, public service applicable to the Post, but also to operators whose activities are already open to competition. Local councils and county of the Post today is an inactive frame that can address this requirement. Why not create a national council in what sense? Similarly, the county committees of modernization of public service have a role to play. Controlling the operation of Public Service also requires the establishment of a Board of Directors of the Post truly representative of users of postal workers, elected officials serving in equal rights and duties and whose objective is the implementation of tasks defined by the Guardianship.

D. BUILDING RAISING USER-EMPLOYED
