Implementation of the special disability allowance
The proposal to vote, the special disability allowance of 10% on council tax will no doubt appreciated by people with disabilities and their families.
For the financial advantage that allows open reduction to focus tonight on the financial difficulties these people often face.
To take one example, it will be open from other recipients the allocation of disabled adults. An allowance for an amount of € 711.95 per month is part of the minimum social allowance that can only benefit the very severely disabled can not claim an earned income.
Sure, the 2005 law on equal rights and opportunities, participation and citizenship, has introduced two new additions to the Allowance for Disabled Adults: The extra resources and the increase for independent living. But these 2 supplements available, respectively from 179 € and 104 € are not cumulative. And the sum of the AAH and complement does not reach the 900 €, that is to say less than the poverty line estimated at 950 € per month.
These are ridiculous, given the high cost of living, forcing many of the people with disabilities live in poverty and all the more so in terms of care, people with disabilities do, they too, like most of the population, the costs of the austerity policy pursued by the government. An austerity policy that health care is conducted on behalf of the need to bridge the deficit of social security which takes the form of delisting among other drugs, medical deductibles and the list goes on spending remaining dependent for people with disabilities and their families.
These are all problems which have also led groups of people with disabilities to express their anger in March 2010 to demand a basic income level of the SMIC.
We see how we are far from equal rights and opportunities affirmed by the 2005 Act and how, beyond the measures that local officials may take a general improvement in the situation of people disabilities will also struggle with.
