New Born Baby Wishes For My Sister

centenale Crue: Danger for the Front de Seine towers

At the last Council of Paris, I benefited from comments made by the Regional Chamber of Accounts to call once again the attention of my colleagues in Paris on the risks for electrical towers of the Front de Seine in case of flooding of the Seine.

Once again, I had the sense of preaching in a desert!
The Mayor of Paris can not say "I do not know" if a flood occurs one day!

I do not give up and continue to raise this issue with the Mayor of the 15th. The inhabitants of this district can count on me!

Here is the text of my speech:

Mr. Mayor, my dear colleagues,

What lessons and reminders of the report of the Regional Chamber of Auditors?

First, the business of delivering electricity to consumers is under the control of local service organizations for distribution. The City of Paris is no exception to the rule. Second

education, support the work of the first establishment and renewal of equipment and tools needed to service delivery, extensions, upgrades of facilities are the responsibility of ERDF, but become the property of the City Paris. Article Concession 2 of the Treaty is very clear.

third lesson, in the City, is the DVD (Directorate of Roads and Transport) which aims to control the power distribution concessionaires.

In light of these three legal regulations and agreements, allow me to call again on a problem I have mentioned repeatedly in this Assembly: the issue of decommissioning of water from electrical equipment supply the towers of the Front de Seine in the 15th arrondissement. If centennial flood of the Seine, the 14 residential towers will be completely paralyzed, since they will no longer be supplied with electricity, the elevators will be blocked, generators will no longer make the transition as a very limited timeframe, and above all the existing facilities will be submerged and therefore replace their entirety.

In case of flooding, people depend on the maintenance of power distribution to operate all equipment vital to their towers, these organs are essential to delivering aid.

The generators are currently located in premises owned by the SemPariSeine, former SEMEA 15, which receive no protection special case of flooding.

What do the count SemPariSeine and the City? Waiting, always waiting, the disaster happen?

He returned to ERDF, the dealer, to renew and secure its supply network stations for public distribution at the bottom of each turn, without emitting unacceptable conditions for the owners. On behalf of the precautionary principle should prevail in this matter, we must get out of blackmail is the union councils, that ERDF will proceed with the work proceed as if the towers themselves before some internal adjustments. The preservation of networks that are City property, is therefore a priority.

The general tables are low voltage flood also in most laps of the Front de Seine in which they are located. Who is ultimately the owner? ERDF, the City of Paris and the 11 towers that are affected themselves?

The ERDF substations of 11 condominium towers are located in the premises of the SemPariSeine and are the property of the City of Paris. Again, what do you do?

The report of the Regional Chamber of Auditors raises difficulties in establishing an inventory of facilities owned by the City ERDF. It to be faster - I've been saying for years - to establish a clarification of the patrimonial and responsibilities.

For years, elected by the majority of the 15th, in consultation with residents' associations and condominium corporations, conduct necessary investigations to overcome paralysis. Each time, the City of Paris is absent from meetings. The

SemPariSeine fled his responsibilities as a developer. Yet the former SEMEA 15 is totally responsible. As provided in Article 20 of the Specifications for the realization of buildings on the banks of the Seine, the services supported by the former SEMEA 15 for low voltage electricity spread, including to the foot of the columns SEMEA 15 left in the flood zone.

On October 12 next, the mayor of the 15th district will meet all the players on this issue: associations, union councils, ERDF, SemPariSeine, Police Headquarters, Paris Prefecture, and we hope the City of Paris. It would be good if the chair of the City of Paris is not left empty and the DVD is attending this meeting. The

SemPariSeine should be represented, but it can not continue to keep the speech repeated for years that she can not be held responsible for this state of affairs, or financial commitment made in the standards of electrical installations.

inertia and escape before their responsibilities by the City and the SEM will not be accepted any longer. The risks in case of flooding of the Seine are too serious. The people know this and are waiting for you on this issue.

You can count on me to remind you of those obligations whenever the opportunity arises, as the protection of the towers of the Front de Seine, and as the safety of their residents will not be guaranteed.

Thank you. "
