for 4 months I have participated in the work of the Mission Information and Evaluation of the City of Paris on the upgrading of lifts in Paris.
We voted yesterday the final report. It will be presented to the Council of Paris in June.
I'll let you see the article by journalist Sebastian Ramnoux released this morning by Le Parisien on the subject. I will have the opportunity more communication on this subject soon.
Elevators: The alarming failure of 840 000
The fact is rare enough to be underlined: all persuasions, elected officials in Paris have co-signed yesterday a report assessing the situation elevators in the capital. Led by Communist Councillor Ian Brossat, the assessment mission reported its findings yesterday before the debate to the council of Paris in June.
For four months, 16 elected officials have conducted numerous hearings, heard all the stakeholders (elevator operators, HLM donors, owners) before co-signing a 75-page report.
"This mission has revealed the extent of damage, although it was very difficult to get precise statistics, said Ian Brossat. The most reliable estimate comes from a private company that installed the "black boxes" on behalf of some donors over 3000 elevators (note: Paris has 50,000 in all). Result, an average of 17 failures per year per elevator, an estimate of 840000 breakdowns per year! "The elevator operators rather talk than 350,000 outages. According to the report, the only park of Paris-Habitat, the largest public housing landlord in Paris, 1046 their 3680 elevators are victims of at least 20 breakdowns per year.
average in Paris, an elevator is stopped one hundred and sixteen hours per year and the average response time is eight hours. "Behind these figures, there are tragedies, people sentenced to confinement, people with low incomes who pay their expenses and can not even enjoy their elevator," Brossat attack in January.
Remission standards critiquéeLe report identifies three main causes for these failures. First law of 2003 requiring Robien up to standard lifts by 2018. "Security is good, but the cost this plan is estimated at € 7 billion! A huge gift to the elevator operators, however, largely at fault in the degradation of the park, and are 4 large boxes to share the market! The mission also questioned on "understandings" between these four companies. "This bill focuses on the delivery standards at the expense of routine maintenance. In addition, the elevator operators themselves admit we laughed without a lift standards has given more blackouts! It would take six months to resolve, it is delusional! "Ian Brossat carried away. Finally, the report points to the lack of anticipation of donors.
Although they signed the report, UMP politicians do not endorse that diagnosis. "The law Robien was necessary for security reasons, said Jean-Didier Berthault, UMP seventeenth adviser who has assiduously followed the work of the mission. The report does not place enough emphasis on the actual damages which are in Paris. "Rated the fifteenth, Poirault-Gauvin Géraldine regret it, not having had enough time to get real statistics ... Nevertheless, 16 of the 20 proposals of the UMP were retained in the final drafting.
The main proposal of the report could be adopted at the next Council of Paris to use the penalties paid by elevator companies in case of repeated failures to bring down the charges tenants or modernizing the elevator.
